It's not a new problem, but perhaps the way we view it has changed. In Medieval Britain it was accepted (on Holy Days) that the local youths would turn rowdy, smash windows, cause trouble, etc. It was seen as them letting off steam.
And who didn't smash a window or two when they were young teenagers?
