Excessive speed and speeding

Hi All

That old chestnut.

A) What causes accidents - speeding or excessive speed.  Please ignore the fact that less than 7% of accidents is speed considered a causative factor.

2) What was the basis for the 1934 introduction of 30mph limit in a built up area, why not 25 or 40 etc?

iii) Was LJK Setright fundamentally correct when he stated that we need but one motoring law, on the basis that you are either traveling in a safe manner or an unsafe manner should we just have "Dangerous Driving" as a law.  If so should the onus be on the driver / rider to show they are safe, or on the state to show that they are unsafe.

In California, the only thing one is likely to be cited for is "excessive speed for conditions". Anyone who crashes gets that one because he wouldn't have crashed otherwise. In NZ, limits are enforced but have little effect on fatalities. Most bike fatalities here are head-ons. Ducatis are disproportionately represented in these, perhaps because of the sort of people who buy them or the fact most are dry-Sunday-only riders.

We recently had a triple off on a run due to very poor road surface on a blind corner. Speed limit:90kmh
road condition fast but deteriorated across very short distance and shire border to goat track. No advisory speeds posted for corner, only a rusty old temporary sign saying" Reduce Speed" and a single Standard bend sign.
Speed we were travelling? Much less than 90, probably around 60kph
Rider no 1 charged with "careless driving"
Rider no 2: "travelling with insufficient distance between vehicles" 
Rider no3, havent been notified yet.
 Of course the shire disputes that the road is dangerous even tho the locals advised us there is a prang at least once a week on that corner.
Lucky they didnt find out about the young lady(not travelling with us) who also came to grief just after we had cleared the area of broken bikes and bones.
I'd say the police are fishing and hope we wont fight it, hang the expense and personal time. Its up to us to prove we were doing everything safely, not the police.
I am just awaiting to get some video of a cop coming to greif on a bike so I can have him charged for careless driving...LOL
