Taper headstock bearings XBR 500

I am changing my old roller bearings to taper roller bearings on the headstock. My query is on the top bearing I have the dust seal to go over the bearing but the top nut has a ring of castellated protrusion where it would press down onto the dust seal. Do I remove these or not put the dust seal on?
Hope this makes some sense to someone.

Good evening Mike, I changed my head bearings to taper bearings on the cafe racer 😥😥... I left the whole set as it was, just simply changed the bearings. .... hope this helps. Cheers, Michael

Hi Mike, There are locating lugs on the underside of the nut that screws onto the stem. With the old ball bearings the top bearing is located within the lugs but they would press into the top seal. Do I remove these lugs?

All back together now and working well. Took it for MOT and past [it failed on the headstock bearings]. Hardest part was putting back all the cables and wiring in the right order between the fork legs.
While I am on here, I'am thinking of replacing my brake pads. I have a steel [not stainless] disc and was wondering what type, or make to get. All comments welcome.
