What are these & what is the need for them?
HONDA XBR500 HANDLEBAR BAR ENDWEIGHT
Seen some on the 'Bay' and it is baffling me for what they are or indeed the need for them.

They're decorations, nothing more.

They are little plugs of metal that fit into the ends of your bars and protrude to look like a racing bike. They are supposed to damp out vibration but they are becoming increasingly common as bling.

ive seen the blingy ones but cant see how they would work. in order to damp out vibrations i would have thought that you would need toem to be heavt. the ones on my suzuki 4 are steel and a substantial weight, i had thought of turning some up from a lump of lead to see if they work any better.

I have something stuck inside my clip-ons looks like a slotted screw end and is stuck fast and immovable!

The stock XBR ones are reasonably heavier, the bar ends fitted to racing bikes are primarily to satisfy the rules for a radius to the end of the bar but also help to prevent the throttle being dragged open while its sliding down the track backwards.

Bike maybe had bar end mirrors at some point?
I have them on one of mine. Don't know if I'd be able to get them out easy!
