The pedant in me would want to fund a suitable vehicle and test the local council on that one. I believe what they mean is "No road locomotives", while you could argue they've actually tried to ban anything with a trailer, or possibly just construction/agricultural vehicles. Any bets the local council own a JCB and the means to get it where they want to use it?
