Probably caused by the lack of joined up work between the district council and county council. Sounds like a good case for moving towards a unitary council in this area. That would help save a fortune for the tax payers.
The chap who had admired the dead badger for a week could have rung the council to tell them about it as it is a health hazard: biologically and to passing to bikers! Or if he was feeling frisky, he could have used the interweb page http://www.wiltshire.gov.uk/index.htm and its 'report it' link.

Oh, should have added it was still pretty poor of the line painters to do what they did. Not the most forward thinking action taken there!

Mind had it been on Dartmoor the nutter who collects all the dead meat and eats it would have had it away week before.
