You see this sort of stuff all the time at rallies like the Elefant Rally:

I quite like that idea; I must suggest it to the waste collection team in my local Council as some of the roads are too small for the refuse collection vehicles and a motorcycle that can carry not one, but two wheelie bins at a time is brilliant!

I refuse to believe that.

I'll have to forward this idea to my local council for impementation cos my bins have just failed to be collected for the second week running.

You need to have a word with your local Councillor about lack of bin collection as they will carry more weight in the complaint. They may also be able to tell you why the bins have not been collected. Ooh, are we going off topic now and getting snowed under with rubbish... ;D
