I think we can all agree on the effects but we will see about any changes that may come!🙄

It will probably have as much impact as mobile phone bans, uninsured driver rules, unlicensed drivers and so on. When an uninsured driver with no licence can be caught and sent to court only to receive points on a licence they don't hold who is going to give a stuff about headlights?!
