Rear Mudguard on my Norton

I have taken off the above for the first time in 35 years and had some welding repairs made to it which I,m well pleased with.You now may be amazed to know that I am seeking some advice  to improve the appearance of it.Can anybody advise me re the following.

Body filler to fill in some welding dimples etc something easy to use .

The grade of sand /emery paper to use to smooth it off.

Any suggestions re rust proof paint to use as an undercoat.

I've recently used some brush on rust prevention undercoat from them. I've no idea how well it performs long term but they have various rust-proofing products.

 the wheels i had on my morris minor used to rust as soon as you drove past anything wet, such as puddles, lakes, clouds, politicians....

 i used garden furniture paint. it costs very little and goes on very smoothly and quite thick.

 also it seems to be better than anything else i've found for beating the rust.

Finnigans No1

Tends to be thick and gloopy - so may act as a filler too.  Binds to the rust and is loaded with glass beads so makes a strong surface - have used it on a number of bike frames in the past

Mudguard now back on again changed the front engine sprocket from 18 teeth to 21 teeth quick ride out today it pull up the same hill in the same gear so hopefully next time I,m on the motorways I can keep up with the lorries. New front engine sprocket has a pulley bolted to it so the next move is to get the dynamotor attached and then wired in I have all the parts but I don,t think I will have it working for the Dragon Rally so I will have to continue kick starting it.
