The Czech regulations appear to be equally bonkers;

Dnepr made an experimental radial engined bike some years ago - can't find the pictures now. Also a Rotary!

I clicked on the video and didn't realise my volume setting was on maximum... wow, that is some security device initially heard and finally seen :)
