New rear-wheel dust seal too loose? [XBR]

I ordered a new dust seal for the rear wheel on my XBR from wemoto (http://www.wemoto.com/bikes/Honda/XBR_500_F_G/85-87/picture/Wheel_-_Rear_-_Dust_Seal_-_Left/)

The dimensions are accurate at least with my mouser (.05mm), however, the outer diameter is not tight to the hole on the wheel. It fits OK, meaning there's no noticeable spacing between the seal and the slot, but it can be rotated in the slot using no force. I have a feeling that the seal will rather act as a slide bearing than a seal if left unattended. Do you guys think I should glue the outer diameter to the wheel or what?

Smear a bit of gasket goo on it  :)

I went to my local gasget-guy with the old one and the new one. Turns out, the old one is 47,2mm outer diameter nad the new one is 47,1mm . He recommended glueing the thing in place but emhasized that the glue must be Loctite 480, which was 31,80€ / 20g bottle  :o .

For a £3.60 dust seal - bugger that!

I'd wipe down the hole and the outside of the seal with brake cleaner then smear a bit of gasket goo on it, shove it in and forget about it  ;)

I was thinking the exact same thing. But closer inspection of the old dust seal revealed that it actually wasn't in that bad shape - the spring was rusty, but the overall condition was okay. So I replaced the spring from the new seal to the old one, cleaned it, put in fresh grease and installed it. - Solved.
