If the performance required falls between two categories and the vehicle is physically tested it's down to the testers feel, if they based it on a calculation of a similar bike they'd tend to pick the higher rating. Tyres are like shoes sizes in effect, sometimes you want a 7 1/2 and the 8 fits better than the 7.
