Thinking of steveC#222 for this one. They're at the end of their tether trying to fix it. Might be worth a very low offer? Anyway, the folks selling it being Yorkshiremen, it's all explained in the the very frank description!😁

Timing/points? (assuming they still have them). Official Ural timing method is set points, loosen screws to rotate timing housing, turn on ignition, hang 8mm spanner off on one end of the coil (magnetised) rotate points housing until spanner falls off - timing mark!!! ;D
Carbs out of balance- not lifting evenly? Unofficial syncronisation method - take off inlet pipes from carb to airfilter, put bike on main stand, sit on bike, stick big toes (minus socks) into carb mouths touching slides, open throttle slowly and adjust until both sides lift at the same time ! :o...works.

This is priceless and if it was anyone else telling me, I wouldn't believe them!🤯😂
Anyway, I think eBay must have introduced some form of polygraph test before sellers can list;

Cor blimey! If I had that sort of money burning a hole in my pocket, that would be the very bottom of my list. Ugh...

according to the writeup it has electronic ignition, i'm betting thats where the problem is .... obviously originally it was points & magnets etc .... so the electronic stuff must be aftermarket
