i suspect this will pre-empt a crackdown on bikes using black and silver plates when they arent eligible, i suspect this is bcause the cutoff dates for eligibility for silver and black plates doesnt match the cutoff date for ved exemption and tax exemption so theres been some confusion about what is actually able to use one. im guessing the next step will be to start refusing mot tests to non eligible machines.
